The goal of libnurbs is to provide a clean, robust and powerful library with the ability to define, manipulate, and analyze NURBS curves and surfaces. On Wikipedia there is even an example of how to draw a perfect circle using NURBs.
In other words, Rhino manipulates the inputs to the NURBs formula in such a way that it becomes the circle formula. Rhino does use the formula for the circle but only via the NURBs formula.Surprisingly I haven't heard it mentioned as a possibility for this generation till now.
